Dr. Marcel Milad Ishaq Khalil is a distinguished healthcare quality and accreditation expert, certified through the GAHAR EGY-CAP Program (Third Cohort). She belongs to the new generation of Egypt’s “Quality Ambassadors,” supporting healthcare facilities in improving their performance, strengthening patient safety, and achieving accreditation readiness in line with the national vision for Universal Health Insurance.

EGY-CAP & GAHAR Background

As a graduate of the GAHAR EGY-CAP Program (Cohort 3), Dr. Marcel successfully passed the national certification exam for healthcare quality specialists. This program is designed and supervised by the General Authority for Healthcare Accreditation and Regulation (GAHAR) and is officially recognized as a key track for building qualified quality experts across Egypt’s health sector.

Through her EGY-CAP journey, she has been exposed to advanced concepts in standards implementation, compliance documentation, performance monitoring, and the practical requirements for accreditation at different levels of care.

Training & Capacity Building Activities

Field Visits & Quality Improvement Projects

Within the framework of the cooperation protocol between the Ministry of Health and GAHAR, Dr. Marcel has taken part in official EGY-CAP visits to primary healthcare centers, including the well-known “100 Meter Center” in El Shorouk.

These visits aim to follow up on improvement projects, assess progress against accreditation-related targets, and support on-site teams in closing performance gaps. During such missions, she works closely with:

• El Shorouk Medical Area management
• Primary healthcare and family medicine leadership
• Governance, safety, and occupational health departments
• Maternal and child health departments

These field activities are carried out under the supervision of senior health leaders, such as the sector head at Cairo Directorate of Health Affairs and the General Manager of El Shorouk Medical Area, ensuring full alignment with the strategic goals of the public health system.

Leadership, Collaboration & Impact

Through her work, Dr. Marcel is recognized as a key resource person for quality and accreditation within El Shorouk Medical Area. She collaborates with quality departments, governance units, occupational safety teams, and maternal and child health programs to build a strong, integrated culture of quality.

Her contribution supports the broader national ambition to deliver safer, more effective, and patient-centred services, and to prepare primary healthcare facilities for accreditation under GAHAR standards.
